I don't recall there being such a big difference running in windowed mode than fullscreen.. Back when I stopped playing fullscreen and started playing in windowed mode, probably 2 years ago or so, I recall there was not really any performance hit.. Now when I check, I get at least 10fps more when I go fullscreen than when in maximized window mode...

Can any dev comment on why this is?

heh i crash to desktop when I try to run fullscreen. its making me not even want to play the game.

I get a little worse then that in windowed mode.

That is how it should work.

You should reclaim FPS when switching to Full Screen mode as the desktop and everything involved doesn't have to be drawn.

that's interesting.  i cannot run in full screen mode.  my mouse disappears. that happens on both of my computers.

Give the DX9 update a shot, perhaps both PC's are using an older revision.  DirectInput, a function of DirectX, controls your input devices while in the game.
