Blank Luclinite Rune... where to get more?

I believe this came from a quest reward,
I received Firmament of Power purple rune recipe. When I went to craft it, it said I had 2. Well, I screwed up and didn't read it was lore equip for that rune.
I would like to make the different one but I can't find the blank luclinite runes from anyone, just curious if this was an oversight or intended to be a rare drop. I'm pretty sure they came from quest reward.
