Illy epic questline in starcrest commune

since Qeynos rises removed the smal areas, where does the illusionist go to retrieve page 9 of the collection on the Maiden of Mask quest? the door doesnt allow entry even on the quest and i cannot find the named npc that used to be in Starcrest. is anyone has any idea pleas share so can continue the epic weapon timeline.

She is now located upstairs of the Inn that is right on the docks in Qeynos harbor.
