How do I get apprentices to wear thier proper customization?

In my freeport 5 room all apprentices will revert to one uniform, regardless of manniquins, and replacing them won't change anything. No matter how many manniquins are down, there is only one uniform option.

Is there a workaround for this. I recall it happening when Apprentices first came out, I had that problem in willowood, but when I returned to the game that home did have two usable uniform options.
