Do I understand reforging correctly?  Will I be able to take an item, like aITEM -1326698399 1234012400:Stout Band of Tyranny/a

and take the blue ability Will of the Dark One...remove it...and place it on another item?

Not put it on a different item.  Actually, I'm not sure if it's the blue stats or the green ones that can be reforged.  But whatever it is, you can remove that stat and replace it with a different stat of the same type.

Purely hypothetical example, and assuming the replaceable stats are green:

You're a dirge, and you get a chain necklace that has +50 wis.  Reforge it and change the wis to agi.

Like I said, hypothetical, and I"m not sure which stats will be elegible to be changed.  But you change it on that item, not move it to a different one.

We have been told in the past, it's blue stats only.

We have been told in the past you cannot add a stat that was not originally on the item.  Only move into an existing stat.

We have no idea if any of those are currently true statements.

It's not a "blue ability". It's an innate adornment on the item, or an "effect".

With Reforging, you will be able to reduce one blue stat to get another, but at a penalty.
