 What character level a quest will change its color at? Say, is level 10 quest green for level 15 character? Level 50 quest for level 55 character? Level 5 quest for level 10 character?

Quests will grey out quicker at lower levels than they do higher levels. Pretty much a quest will remain green until you are 10 level's above the recommended level to complete that quest.

I have green level 70 quests on my level 80. However level 6 quests are gray on my level 10 alt. That is why I am curious.

The colors are the same for quests as for monsters, as far as I can tell.

For most of your career, quests turn gray when they drop below 75% of your current level.  

If I remember correctly, my level 54 fury sees level 41 quests/monsters as gray, level 42-48 as green, 49-53 as blue.

Only the lowest levels work differently (below level 20 maybe?).  I think you are guaranteed to have at least 1 level of blue and 2 levels of green.

I believe it's the following seeing from a lvl 30 grey = lvl 19 and lower green = lvl 20 to lvl 24 blue = lvl 25 to lvl 29 white = lvl 30 yellow = lvl 31 to lvl 34 ? orange = lvl 35 to 38 or so ? In any case the following holds up for every lvl above 30, below it's a bit adjusted because your still a low lvl. But eventually everything 11 lvls below you will grey out. At the start it builds up as you saw, at lvl 10 - lvl 6 is grey, at lvl 14 - lvl 9 is grey and at lvl 15 - lvl 9 is grey (you can see here it added an extra lvl and so it continues)

there isnt a set amount of levels before a quest greys out, it is done by percentage (with some caps), i think the % is about 75% of your combat level. One thing to be aware of though, is you still earn exactly the same aa and xp for grey quests as you do for coloured. the colouring is just an indication of difficulty. (it used to be the case that you never received AA for grey quests, but this was changed some time ago). as an example (with completely fictional numbers) at level 20. A level 20 quest will grant you 10 xp 'points' At this level you require 100 'points' to reach level 21. So this would show as 10% xp gain. at level 30. the same level 20 quest still grants you 10 xp 'points'. but, you will require 200 'points' to reach level 31, so it will only show as 5%xp gain, although the actual xp is the same.
