I know you can turn combat xp off, but can you lock youself in a level so you don't level up until you choose to?

No, not completely. You can turn off all combat and quest XP, but you'll still gain discovery XP as you enter new areas. You can significantly slow down your levelling, but you can't stop it completely.

You can't do that on PvP though can you. I ask because of your sig... well atleast lock and PvP.

You can choose which xp to turn off or on.

If your right-click your xp bar you wil get the option to turn off combat xp (xp from kills) and quest xp (this also turns of xp gained from discovering new locations).

The only thing you cannot turn off is xp gained from completing collections.

I dont PvP , but as far as I know, you can turn off these types of xp as well, but you cannot turn off the xp you gain from PvP kills.

Actualy, I thought with locking quest xp you also do not get xp from collections, but I might be wrong.

Turning off quest xp now also turns off collection xp. Not sure from when , but it is definitely the case atm.

It also turns off the tradeskill writ quest xp so that is something to look out for - need to turn it back on if you plan to do those.

For a PvE the above is correct, handing in collections does not give xp anymore if you've locked quest xp. And indeed you need to turn quest xp back on if you plan on doing tradeskill writs.

In PvE discovery does not give xp when youve got that locked. Concerning PvP i don't know.

PvP XP was an addition.  The T2 situation was addressed by essentially skyrocketing everybody out of T2, making farming of newbies something to be avoided.  Not the solution that was desired, or even asked for, but ... you gotta be careful when you ask for a hammer.  You might be thinking ball-[Removed for Content] or claw, and get a 20 lb. sledge.
