Open beta registration will start on Friday, September 19th, 2008.

Open beta usually denotes anyone who wants in, is in. Is that the case?

Registering tomorrow will put you into the pool. There is not a guarantee of being admitted to the beta.So, no.

the link doesn't ensure that any application done before official start is really stored in the db. applying now could - ok, by a small chance - block you from really going into the pool.
