im not sure if this has been addressed but will this have any impact on raid mobs?All Named and Boss NPCs in Kunark now drop Adept I and Master I scrolls equal to or less then their level. (No more farming Karnor's Castle to track down those remaining 71-74 scrolls).if so that would be awesome

What I took it to mean was before the change every named mob had a chance to drop a master or adept of it's level then + or - 4 levels.  That meant an ~lvl75 named could drop nearly the entire range of masters, but a lvl80 only went down to lvl76 masters.  Now they're changing it so mobs only drop their level or lower so a lvl75 named will drop lvl71-75, and that lvl80 will drop lvl71-80 masters.

I'm going to laugh when I see a level 10 Master 1 drop from namers in Chelsith. SMILEY
