4th bristlebane quest help pls.

i finished coin job the 3rd quest.

im trying to get the 4th quest pie pilfering but the goblin wont give it to me he keeps saying,you come back to garby after he gets to the bottom of this mirracle.

im a 63 ranger, i know on the last quest you need to be 65 to get into the instance do i need to be 65 to get the 4th quest too?

Is it lvl 70 to get the last quest?

The last quest itself is level 70. Whether you have to be level 70 or not I couldn't tell ya but I'd imagine so given the 4th quest is so late in level range.
