Tradeskill help

can anyone help me locate the name of the npc that lets you change your tradeskill...im lvl 10 outfitter i /petition it andthey said that there is a npc i can hail but they gave no name.. im exile and im sitting in Qeynos atm lookign for there guy

help me plz

cant give you the name, but location and so it is in the harbour, close ot the docs itself. if you look around there you would see a statue of the queen, at her right side is there a prity large house, with a lady standing outside, i think her last name is ironforge or somthing liek that, shes the one... i think
