Have you seen the actual quest for that thing? You have to gather a bunch of things including, but not limited to:--An octopus skull-A dark elf tail-A chicken hoof-A fish hand-A cow gill-A pig wingI didn't manage to finish the quest (*gasp*) but if you don't you get a giant-sized version of the ring for your house in the mail. Mine is currently resting half-way through one of my tables SMILEY

It can be completed, but only if you let the timer run out. They send you the ring in the mail but it's a house item. It took some work but I got it mounted on my wall.

I put a chair on top of the desk against the wall, then I placed the ring on the chair so it dropped to the center against the wall. Then I removed the chair.

In QH you can find the goblin right on the dock on the way to the bells.
