where do shin'ree agressors spawn?

Hi,These I need to kill for the first part of my hallmark shaman-->defiler quest but I've been through most of the WC, but can't find them. Anyone know where they spawn or if they have PH's?

There is a winding path that leads down a to a pit with spikes on the bottom. Its located right past where the Strongbox Decievers spawn and I think is called pit of death. Took me a bit to find them too...

Can you tell me where the quest starts? I have another level and a half to go, but I'd like to know for when the time comes.

It tells you when you get to level 19..But its in North Freeport near all the shops there. Givin from a troll mizsomething.
