I quit (solo destroyer lev 34, and the next pvp level up for about 10mins, Champion !!!) my Con after the Shattered spell nerf. It was the only spell that could keep me alive long enough to kill.

How's is it now, anyone any good in the 30's…Or higher

All depends on the situation. Once you hit 50, all you need is 5 seconds for Blazing Presence before a fight and you'll be able to tear through people with relative ease.

Though.....if you were relying on one spell, then maybe the conj might not be able to pvp for you.

yes, we can pvp quite well.. Once you get stoneskin you stand a better chance..root/snare and then let your pet tear em up. If they get in melee range, do your best to get out.you'll do fine... (never run out of butterfly totems)

At 70, anyone with even semi-decent gear will resist most of your spells though, and fully fabled geared people..forget it. :/

My limited experience with PvP has been thus...

If you land frigid winds and have a chance to BP your pet, you stand a slightly better chance since pet does better than your spells will.

If you BP and PS your pet, land frigid winds, and have some distance, the odds go up even more.
Especially with the air pet, melee crit chances go up like 56% or something, which has nothing to do with resists.

If you can root them so you can continue to create distance, even better.

As has been said at T7 most of your spells will be resisted. So about 80% of the time you will fail to snare, root or stun. Resists practically nerfed conjuror's ability to control their targets in pvp. And there is no way you can stop a melee fighter coming close to you and killing you because you have no mitigation. Add to that the fact that many other classes get abilities which are not resisted at all (assassin's decapitate, brigand's dispatch, stuns, ranger's sniper shot) and give them a chance to kill you in 2-3 seconds.
 
You can have hope on winning only if you managed to land a snare and stun or shattered land which gave you enough time to planeshift or BP your pet. If you failed to stun, snare, root or whatever = dead. Don't rely on your own spell damage because it will be greatly mitigated in pvp and you will just waste time casting them. All your hopes are on your pet's melee damage. So my opinion is that conjurors are not a viable class in solo T7 pvp.
 
There can more viability in group pvp but again if there are a lot of classes with AE resist buffs (like wardens, mystics, defilers and so on) it will become even harder to land even a single spell. You will only hear this ding *resist*. And when it occasionally goes through it will do like 1/10th of the supposed damage.
