Location of scribe for 30+ spells?

Does anyone know the location of the scribe for 30+ spells i Qeynos?

I think Qeynos Harbor across from the scribe place.

That is correct. If you come out of the building where the guy who sells the lower level Apprentice II scrolls and where the guild formation place is, you will be facing the building across the street where they sell the higher level ones.
