i a lvl 38 guardian thats wants to fihgt more than guard whn m8's are not online so what do u great guys recommend i concentrate on str/agi wise     and do i upgrade taunts as much as attacks or both to the same pls

Keep an eye out on the broker and the fence for upgrades to all of your spells, check for any alchemists looking for work (/who all lfw) and see if they'll build apprentice 4's for any skills you don't hav adept 1 in.
 
For solo work I usually use dual wield weapons over weapon shield, and often in groups I do the same unless we're getting into some nasty stuff, or I don't have a LOT of confidence in my healer.
 
As for stats, your most important stat is mitigation.  Make sure your armor and accesories are as good as they can be.  Try to find player crafted armor and weapons if at all possible.
 
As to your actual physical stats, my preference is agi, sta, str...in that order.
 
I really can't impress how important it is to have all of the spells you are currently using be as far up the tier as possible without getting crazy.  Having a full boat of adept 1's and average gear will give you better performance than apprentice 1 spells and really good gear.  Find a place in the middle someplace that your pocketbook can handle that gets you as protected as possible but with the best spells you can squeeze in.

so i guess work on sta more would be best !

and i also use duel weps, i have used a 2h like the brass halbred which was quite good but i got the PGT which is great do u know any good quests for armour or duel weps for whn i reach lvl 40 pls also m8

Sounds like you're not afraid of doing heritage quests, so I'd recommend working on the Serated Bone Dirk (the reaching blade of the assassin) and the Short Sword of Ykesha (rescue of the green hoods).  SBD is quite easy to do with a group, takes about 90 minutes from start to finish.  The SSoY is a bit more...convoluted. However, at 40 you might also want to think about having a woodworker build you 1 or possibly 2 DW cedar weapons.  I'm not sure what it's like on your server, but ebon is up to around 2p on Unrest, but cedar is much closer to 25g.  I currently have an imbued cedar quarterstaff (dw crush) and an imbued cedar bo staff (2H).  I had a WW in guild do the work, but bought the cedar for 20g each....even if I had paid for the work, I'd be out about 80g for 2 weapons, which is a TON cheaper than eating the cost of a single piece of ebon.  Besides, if I were to shell out for ebon, I'd be making armor out of it, not a weapon. I'm guessing you are a ratonga or other small'ish race.  I'm a troll so I have a LOT more stamina than that.  In your case, I'd definately be looking for things to increase your sta.  You might look into an imbued agate stamina ring.  It has a spell on it that you click, and get +sta for 24 minutes.  I have 1 of each for sta, str, and agi (bloodstone) and always make sure to have the effects running when I'm getting into a tougher dust up.  The nice thing about these rings is that once you activate it, and get the buff, you can swap out the ring for another if you're not a fan of the ring stats. Additionally, look into hex dolls for your activatable slots.  These give raw +stat, and you might be able to pick up the common ones on the cheap.  If you happen to be lucky enough to harvest a rare root (dandelion in T3, oaken roots in T4, figwart in T5) then you can get a doll made with MUCH a much higher +stat.

Look into the alchemist crafted potions that can provide Agil, Sta and melle mititgation buffs. I am told that they are not very expensive to make (could be my freind just not wanting to tell me how expensive they are) and in doing solo work recently really improved my avoidacnce, proc rate on weapons and mitigation on damage recieved.  Curretnly I use three potions (STA, AGI and Mellee Mit), 2 rings (imbued STA and AGI) one doll (STA and mellee damge debuff) and a manastone. The procs on Darklash and PGT feed me power and that allows me to continue a better pace of grinding. This setup has worked on multiple solo mobs up to yellow con and group greens (well some of them).  Imbued chestplates help for there healing proc as well.I am not sure of the cost on your server but it has been in my case well worth the expense (I use Fulginate as I am not yet ubber or lucky enough to find or win a roll on ebon drops). I am also considering a AGI doll since I have mostly noticed its effects while soloing.
