UI XML stability

I'm currently maintaining ProfitUI, and I'd like to inquire about the UI XML's stability. Should I expect major changes/additions to the fundamentals between now and release, or is it fairly stable unless some major bug turns up? And can I expect that everything that's in beta will show up on live at release (barring some major bug), or should I plan on some parts of beta not going live immediately at CoE release? I always assume I have to check after the servers come up to make sure everything's as expected and make adjustments as needed, I'm just trying to get a feel for how solid (or gelatinous) I should treat the current beta UI XML.
