New Combine guard question

Hi guys! I decided to start doing some looking around for Perrin Wanderhoof in Withering Lands. My question is-do you need a certain amount of faction with New Combine before the guards will track for you? Thanks for advice-

The last few times I've seen him, he was standing on top of the big rock inside the raptor cave. At first I thought he was somone camping the named raptor. I don't have any faction that I'm aware of, but I have done all the WL quests.
