Q city writs not giving AA

Last night i did a bunch of writs in thunder steps, that were first timers for my new toon. On my last writ, upon completion, I noted that no AA was given. I then looked back in my chat and discovered no AA awarded for the other TS writs I completed (none of them repeats). Is this a known issue? I am aware that gfay quests DO grant AA.

City writs (as all repeatable quests) only give AA the 1st time you complete them.

Sorry, i should have been more clear. This is when they are completed the first time. Ive only seen this for Q bases writs, gfay appears fine (though i have not recently gone there for my current level.) Ive editted the OP to make it more clear.
