Bloodletter failing to trigger in Skyshine zones?

Is there a reason why Bloodletter fails to trigger in Skyshrine zones? Happened again tonight, repeatedly... counters left, and splat, dead.

Watch just before the end, about the 15 second mark, he mouses over, showing bloodletter with (2) counters left, and then.. dead.

It heals you by removing health from others, he looks like he's solo there so it won't proc. The spell even says on it you need an Ally close and I'm pretty sure it doesn't work with Mercs as the Ally

For BL to trigger at all, you need at least 2 other people in your group (mercs do count but that still means at least one other real person).
