That was the question I put forth for the most recent podcast (albeit in an admittedly glib manner, as they were only intending to address Nights of the Dead questions).

Greenmist @ PermafrostCan we make the adornments that come from the public quests purchaseable for Nights of the Dead candy corn or some other in-game currency?

Answer: No. Because those are two very very different challenges, two very different types of content. One you can measure as like, oh it's really easy to get these little things or it just takes time and luck to get these things, the other one takes work or has a recorded amount of time that it takes to get those, yeah you cannot mix the two. Too different of content.

Putting the Nights of the Dead portion aside, it seems that the reason for maintained silence on suggestions to improve the attainment of PQ runes is that they want it to be luck-based. I equate it to the rare mount from King Tormax or rare war runes from hard mode content, in fact; if they were freely available, they would trivialize their value. Granted, I am drawing my conclusions from their silence, but that's my intuition.

With that in mind, I think it would still be fair to ask for some concessions:

If the runes are luck-based, which means we're going to have spend an extended length of time attempting to attain them, can't they at least be made heirloom? If you're a person who is hitting every public quest with your main in search of these raid runes, it is incredibly frustrating that there isn't a single other thing to be gained from them, especially when you might be the only one who shows up for Storm Gorge. If the runes were made heirloom, we could at least take along alts, who could make use of the AA, gear, faction gems, any of it. Luck-based components in heroic content (which, let's admit that PQs are that, despite the x4 tags) are just incredibly frustrating when it limits participation in raid content. No one is asking them to be given away freely, we would just either like some non-luck-based component (such as setting a price in Cloudy Velium Gems, perhaps, or Pure Primal Velium Shards, even if the price is exorbitant), or for them to be heirloom so that when we aren't awarded with one, it at least was not a total waste of time to participate.

The only developer response I was lucky enough to receive on the above points deferred and stated that it was a mechanics issue, and would have to be addressed by either a mechanics developer or someone who could light a fire under them. It is long over due, especially now that the public quests are seeing a decline in participation. Thurgadin armor is next-to-free with the recent changes (so PQ is no longer as desired), faction is easily obtained from tokens once you have one max-faction character, and I'm sure I'm not the only one with maxed-out deity faction and a bag full of Sacred Rings.
