Are all the SF instances solo-healable in gear obtained from questing through 80-90? I currently have 215 AAs, but I have only been to Library of Erudin as a solo healer so far, which I'm told is the easiest instance.

One reason for me asking is that I seem to be accumulating marks of manaar very slowly, mostly because I'm cautious of trying to solo heal instances I've never been to before. Understandably, people seem to want to get through them quickly with everyone knowing what they're doing.

I would guess no, but most should be. The following zones should work for sure: Library, all three The Hole instances, Vasty Deep 1 and Research Halls. Most likely you can also solo heal Vasty Deep 2+3 and Vigilant 1. For Palace, and Vigilant 2+3 you will most likely need at least some gear from the above zones.

Get in some guild groups that are gonna let you try and  fail, most groups will have someone who can log to a healer to 'back you up' if needed, but you have to work at it to improve.  

Spells and gear, and decent tanks will all help you immensely.  PuGs take the third element and make it a bit unreliable, so if you have to PuG, then networking is your friend.

I have solo healed a good deal of SF content in WoE T3 gear, and while I have gotten a lot of Masters along the way (pretty much everything but the fluff spells at this point).  Study a lot!... hehe  I still die when solo-healing sometimes... Life is like that...  Just hope that on those rare occasions you have a dirge/necro or Pally to bring you back up.

What about the BG gear for solo healing groups?

Today I put the shoulders on in research halls thinking that the ward proc would help. After about 10 mins I had to put the 15 mark shoulders back on because I was eating through my power so fast. I think maybe because my crit chance dropped below 100?

Not sure what the 15 mark shoulders are, but the BG shoulders have PVP-only potency on them, so you are missing out on a lot of extra healing potential. In general, I believe that all the BG armor has PVP-only potency, which hurts you quite a bit with respect to healing...

For a lot of the other PVP pieces, however, the stats are good enough to make them a better choice (look at reuse, procs, etc etc).  You will almost surely want to keep on a non-BG necklace (think there is one from Vasty Deep Cella) and shoulders (bought off the moonfield hamlet merch, and for the rest you should consider your items piece by piece, as there is plenty of BG gear that is not better than quested/bought/instance dropped loot.

I'm a little late to the party but I find that if I'm with SK that is at least "yaaa high" in gear/aa I can ride the SF instance ride without casting a single heal for the easy zones (conservatory/lib/etc.) and the odd heal here or there for the medium ones.  I've also been behind a T9 raid /250 brusier I didn't have to cast a single heal in RH on until the last name even though they were mass pulling rooms of trash. 

Your ability to solo heal is also based on your tank, the mezzer, and the bard which everyone wants in their groups now adays.  Anyone worth their salt will usually place Time Compression on you if they see you have problems; coercive healing isn't bad either but it doesn't make me feel warm and fuzzy like TC does since I "know" I can "get it off" quick if I'm lazy on penance.

Disclaimer - I have the Inq aa that procs heals on combat and am 100% DA 125% faster speed and had bards that upped my proc rates - have 1H & shield with 10pts in shield ally and TSO tree 2nd line more shield effectiveness as well.

I assume upcoming "mechanics" adjustments on tanks will change this somewhat though as tanks who T1 dps and don't need heals are "getting looked at" so this experience I've had may change in the next GU or at the very least the next Exp Pack.
