I am reading of more and more people disabling there combat exp and Im curious as to what it does and why you would do it.  Also, just in case I think its something I may want to do, how do you do it?

There are a few reasons why people do it. Some do not want to outlevel content too quickly and thus would rather rely on quest xp gain. This is related to the fact that once quests grey out they do not give any AA xp also.

For those power lvler ppl they wish to gain max AA for their lvls. There are probably other reasons i am not thinking of.

There are, as mentioned above, several reasons.

For me it is to keep content "current". I like to do as many quests as possible while they are still at least green con. Some argue that you can always mentor to do these, but mentoring is overpowered and there is really no challenge involved if you do.

A good example of the problem is a quest like The sword of thunder - a level 20 stormhold quest. The starter can be bought on the broker, but is otherwise a rare drop - so you may have had to kill say 100 skellies as an example to get it. (if you are lucky). 1st stage - kill 100 more inhabitants of stormhold. Next, kill three nameds in Stormhold - two of them rare spawns requiring multiple placeholder kills, the placeholders also being ^^^ heroics and also requiring pathing through other ^^^'s to get to them. Doing this quest alone would level you multiple times if you have combat xp on. Even with xp off I still have stacks of quests "grey out" on me.

About power levelers: surely there's no problem to max out AAs sooner or later, right? That being said, I understand wanting to maximaze the experience.

I have it turned off so I can stop and smell the roses SMILEY There's a lot that I would have missed out on already I think (currently 26) if I turned it back on right now.  I'm not planning on getting to 70 tomorrow, as I think the journey is more fun for me than sitting at end-game.  I'm a big fan of lore and fun quests, so I'm enjoying my time.

I tend to disable combat experience on my lower level guys to maximize the AA they have.  It's easy enough to keep them coming in at a good pace even with it unlocked, but the first 50 points make a fairly large difference in the performance of your character.  I prefer to get that advantage as soon as possible, gives me more leeway on the character.

I lock combat xp on my toons for many reasons...

I like to experience as much content as possible without having to ask someone to let me mentor them for quest turn ins...

I want to get as many AA as I can get as soon as I can get them, even if I cant use them yet SMILEY

I dont want to have to buy/farm/upgrade armor/spells every other day or every week.

I play on a PvP server...its "safer" to level slower and keep my upgrades and have more AA, and have my toons at their peak of efficiency, especcially since I tend to run around solo quite a bit of the time while questing.
