Since there is no place for suggestions, here is my idea.

This would be a process to accept quests from NPC's in the game through the Mail system.  Peroidicly a NPC would send out mail to people to ask them to help in something.  I would say about 10% get email a day so about average of one every 10 days, just so you don't get spammed.  But maybe 2 a week would be ok.

Have it set up so the more you answer and complete these quests, the more you will recieve as word travels around.  That way if someone does not want to participate, they will get less and less.  Only one can be in the mailbox/journal at any one time.

Senerios: 1.  Qeynos - a female NPC is being threatened, and you have to go handle the situation, give the option that you can complete the quest by either killing the guy, or just threatening him.  Freeport - Someone isn't paying for "protection", and you have to go rough them up, again you can either kill them, or threaten them that you will come back with your friends.

2.  Qeynos - a child lost something somewhere, and asks you to help her find it.  Freeport - Your hired to steal something from one of the houses.

3.  Randomly selected guildie that is online the same time as when you open the mail must group together to help.  Quest mobs will be based on lowest level, but still get credit for everyone.  They would also have to check their mail to get their quest to be grouped with you.

4.  The standard hey bob kill x of y mobs.  boring, but simple.

5.  Tradeskillers, A npc would like to hire you to make something for them.  Only one or two of the same items, no grind 10 of the same type of thing.  Example, Would like a new bed, or bedroom set (bed, table, rugs).  Need help in preparing a meal, could you make some food.

6.  More interesting story lines that involve a chain of quests.       Cross city, or opposing city love story, have to go talk to the npc head back, get some flowers, pass messages to each. That sort of thing.  The completion of the quest is an invite to the wedding (don't forget to bring a gift, and it would be a we are waiting on you so we can start, so there would be no date time you had to be there).      Opening buisness, where you would have to help a merchant get his store up and running.  (All in a house "Store&quotSMILEY.  Build the store (move the furniture to where they want it)  Go collect inventory, harvest items, and would involve killing somethings.  Take care of a theif/partner that took everything.  Completion of this quest would allow you to attend opening day, banners would be up, balloons, and other NPC's would be shopping the store

7.  Something cute - A quest to go taste test some things at a budding bakery.  Some tastes would trigger certain emotes, giving you the choice to choose to ruin their buisness by watching your toon and telling them something that was awful(gut cramp), or something great (thumbs up) was the best thing you ever tasted. 

Also optional interactive quests.  These would be rare, but interesting to do.

1.  Walking through the city you notice smoke coming out one of the doors, you click on the door and recieve a quest to save a child/pet/object from a fire.  Click accept, and you zone into the house where everything is on fire.  You have to figure out a path through the fire, which causes damage accourding to the level of toon, to find what your looking for.

2.  Flooded basement.  Walking through you see water coming out the bottom of the door, same as above to get the quest, you would have to swim into the basement to turn on a pump/unclog a pipe/turn off the water.

3.  Theif seen running from a merchant, you can chase after them.  Given the option to either split the money if you spare his/her life, or kill him outright and return the money (if you kill him you will be given an object bag of coins instead of silver/copper to keep people from killing him to get all the money).  Talk to the merchant to get the quest, they give you location of where the theif ran to.

4.  Griffion trainers got hurt by their griffion, and asks you to help.  This would be extra option, just in case you don't have time to do the quest, you would still be allowed to fly on the griff.

5.  NPC hanging off the cliff/island(kos)/tall building, and you would have to talk to him to get the quest, given the option to assist him, or let him fall.

Well those are some of my ideas, tell me what you think, send me a shout if the GM's/Dev's would like a helping hand in this.

I like each of your ideas. Nothing wrong with a little variety as to how quests are obtained. Think they would all be some neat implementations.

Rather than general spam quests id like to see it more related to factions your character has chosen to join. Member of the Qeynos guard?  Receive missions from them fitting your rank. Part of the court of blades in Maj'dul? Receive word from the head of their order that xxx npc has need to speak to you regarding furthering the courts needs. This would bring the possibility of non writ gained faction with places and help people become higher ranked members and earn the rewards associated.

I agree overall, this kind of system would be nice.  However, there should be a clear and understood path between your actions, and which quests you are offered.  Just as people are able to select which quests they want to take or want to seek out normally, you shouldn't be forced to wait for a particular random quest in you mailbox.
