Halls of Seeing. ??? whats the deal.

I was kinda wondering if ANYONE hasfound any info on this zone. is there a access quest hidden somewhere? is it not in game yet?

I have looked everywhere and i cant find any info on this other than bits and pieces here and there of people wondering what the zone is for.
