Is this defined by:
 
1) The mob that drops the item?
- Contested vs. instanced
- 75x4 vs. 70x4
 
2) The chance for the item to drop?
- common drop vs. rare drop
 
3) The item's stats?
- Lvl 70 vs. lvl 65
 
4) Or some combination of the above?

Raid Boss MoBs generally Drop some kind of Fabled Iteam nearly everytime they die, sometimes its Gear sometimes its Masters, sometimes its multiple iteams/Spells, and once and awhile its an Uber Iteam, this Iteam that has a far lower chance to drop off the MoB is a Rare Fabled Iteam.

That jives with what I was thinking, but I was looking for something more definitive and more official.

On beta they unnerfed some fabled drops from the 4 contestends and the TFD turtle. So it seems they drop the rare fabled items.

"Rare" Fabled items will be what is left to go on the broker after Transmuting goes live!:smileytongue:
