They ask you to "scout around in BB looking for clues".  I snuck around, but there were some places I couldn't go because they can see through my sneak.
 
Is there a specific place in BB I am supposed to go?

Think mine updated as I got near the exit that lands you in the area where the hero spawns. I did go past the brewry as well tho.
 
Do you have walk lightly yet? There should be less chance of them seeing thru that.

Thanks, I went to that exit, no update though, I guess I'll have to wander some more.  Where is the brewery, I don't remember seeing that (just tactition room, etc).

Jump off the cliff into the water, swim down, you will see the tunnel to the brewery area (not the froglok and gnome, the other direction).  I did it at 19 with walk lightly.  But, be warned that when you do get the quest update, you loose your sneak (or that or one of the boss mobs saw through it).  I died on the run out, because you can't get away from them through the water.

Jump down into the water from the bridge with the waterfall and swim the direction away from the spiders. Will bring you right into the brewery. You could also come in from Antonica at the entrance on the island. Not great with directions to get to that, but it is at the southern bottom of the map.

How does the next part work?  I went to the meeting but the bored guard is orange con and sees me.  I rang the bell on the first floor but do I need to ring the one downstairs too?  Is there a 3rd bell or something on the upper floor?

There are 3 bells to ring, yes. I can't remember their location off the top of my head, but I believe there is one on each floor.
 
One just inside the first doorway to the left, one upstairs further left of the bored guard door, one in the basement, location I can't recall.

Yup, There are 3 bells
 
First 2 are easy with just sneak/walk lightly/
 
First one is thru the doorway and to the left down into the basement, in the room where the gnoll paths too.
 
One is on the starting floor (floor 1) Thru the doorway and to the right in the corner.
 
Final one is on 3rd floor. (4th if you include basement).  There are 2 roaming NPC's that will see thru your sneak so be careful.  The bell is on the other side of the room from the stairs.
 
After all are rang you should have no issues getting the papers from the 2nd floor room.

I am having a problem with this quest.
 
ALL the NPCs see through my sneak and walk lightly, so how am I supposed to do this?
 
Is this a bug?  I at first thought the red outlines on the NPC was a bug, but sure enough they did see through the sneak and walk lightly.
 
Does anyone know how to get past this?

Are you level 18? if so and you haven't upgraded either sneak or walk lightly then the door guards will see you, well they saw me and i tried it about 5 times, upgrade walk lightly. If your level 19 then you should be able to do it easy with just the basic walk lightly.

I'm up to the discreet meeting part of the quest.  I am level 18 and have Walk Lightly, App 3.  The only mobs that see through my invis are the patrollers on the 3rd floor and the bored guards in the room with the note.
 
I have now tried this quest a few times and have failed each time.  Normally I enjoy the sneaking around and figuring things out on my own, but having to wait 10 minutes in between each attempt is annoying and taking me away from other things.  I'd like to be able to get this done and move on SMILEY.
 
Here's my problem.  Every time, at some seemingly random point, patrol guards jump me, forcing me to zone out (or die).  It seems to be completely random and has happened at a different point almost every time.  Someone else that I was talking to while doing this quest suggested that they spawn if you ring the bells out of order, but I'm not sure that's the case.
 
I've had the patrols jump me:
*immediately after ringing the bell on the main floor (first bell I rang).
*immediately after ringing the bell in the basement (second bell I rang, after the main floor).
*on the stairs to the second floor, on my way up to the top floor, after only ringing the main floor bell.
*once I rang all three bells successfully (main, basement, third), but the 3rd floor patrolmen rushed towards me immediately after I rang that third bell.  They had been on the far side of the room when I rang the bell.
 
Any ideas on what I'm doing wrong?  Or what's going on?  Or what I could be doing differently?

Guards in the rooms seem to spawn with lvl differences, even heard of some lvl 19s unable to sneak by untill after re-entering a few times.
 
Safest advice really is, to wait untill 19 and give it a few shots then. You could be able to do it first try, or be unlucky and need 2-4 tries.

/agree. I was anxious to get the quest done too...but it really is best to just wait til you ding 19 before doing that part. Good luck. =)

I just finished it and got the one-handed sword, of course.However, I Also finished the Legend of Motte quest (starts from a book found in Windstalker Village -- kill 10 Highwaymen and find Motte's Tombstone) earlier in the evening. The Guard of Motte is a decent shield (cons yellow at level 19). Total buffs with the two items is +4 int, +3 wis, +2 agi, +1 str, +16 health, +13 power.That combo is certainly worth trying for awhile.

Thank you for the advice SMILEY.  (Meant to post this the next day but had trouble logging onto and posting on the forums and am just now back to do it).
 
Anyway, I took your advice and went and levelled up to 19, then tried again.  I was able to do the quest successfully the first time and am now a troubadour SMILEY.  /dance
 
Also, I've noticed we have two Qeynos quest threads going in our Troubadour folder with basically the same information in both of them.  The last post in the other thread, though, suggests using your ears.  Very good idea when heading up the stairs to the third floor...you can hear the patrolling guards walk past SMILEY

Just my 2c ...
 
   I did this with about 20% left to go before 19. I tried it a couple of times but kept getting spotted through my walk litely by various guards. So, after removing my head from my rear, i zipped over to the broker (had to kill downtime in between getting back into the instance zone) and upgraded my walk lightly to app 4. No problem after that one. The guards on the 4th floor (incl. basement) still conned red with aggro, but if you take your time heading up the stairs, you can time it to where they are on the other side of the room as you ring the last ball. After that, it's smooth sailing.
