Waterspout broken ?

Anyone else notice that waterspout isnt working correctly? I have the adept I version at the moment. I get the first 100+ damage when i cast it but the DoT doesn't proc.

Havent had a chance to test it against an elemental to see if I get the double bonus there.

Did this break today? Mine was working fine last night.
