Ive been looking around for which sage book gives the ability to make this, and so far it seems it does not exist. Does it exist?

It's the advanced book (i.e. Advanced Sage Volume)  and then the level.

That thing maybe takes 8 gold to produce if you buy everything on the broker, why the hell are people trying to sell it for 15+ pp?

The people trying to sell it for 15 plat clearly have no idea how to price the spells the make. Above level 57 most conjuror masters go for more than 15 plat but I still get my adept 3s for (just) under 1 plat. It is easy to level a sage to 12 so you can craft your own Tellurian Follower adept 3 if you have not already chosen a different tradeskill. Also, if you get the rare yourself it should be quite easy to find someone who will make the spell for you for a very reasonable fee. Search for sages who are Looking For Work or just ask politely in the chat channels.

People are selling it for 15p on the broker because SOE seriously (*#&ed the economy with the addition of transmuting. It's rediculous how much stuff is selling for now on Antonia Bayle. Prices more than tripled overnight, and it's not just the stuff that is transmutable. The gear and spells (App IV as well) have all gone up both because of transmuting the actual item and to make money off all the people who had to make alts to start farming lower level items to transmute. I really think that it was a stupid idea making it so you can only transmute certain level items with certain skill levels while keeping the trivial loot code. One of the worst combinations in gaming history.

Prices for things will drop.  They always do.  The prices skyrocket because of the player base that wants to get as advanced as possible as quickly as possible.  They have the money, they buy everything they can, supply and demand.  Yes, it can suck.
