where is the lvl 20 fun spell?

hello all, just dinged 20 and wanna know where the lvl 20 warlock fun spell is to buy, i think its the one that you can morph your enemy into another creature.

In freeport its scribe Tullia Sulla in North Freeport inside The Academy of Arcane Science (Off the top of my head).
