Ok,  I know i will get killed for asking and i tried to do a search but  How do I get black market items,  Where do I go,  who do I talk to?  I am a level 30 paladin  and pay outrageous prices for adepts on nektulos.   Just interested in seeing what is availiable.  Thanks  and keep up the good fight.     Valkin Heros

Black market broker is in QH under the bridge before you hit the harbor. U have to swim underwater to an entrance on right hand side. You might think you're running out of air but you wont..as soon as you cross the threshold you get another breath and timer resets..swim up and bingo.

Black Market Brokers:
 
Good Side
 
Qeynos Harbor (shop in Freeport via NPC named "Fence")  - Zone into Qeynos Harbor arriving on the docks.  Start heading towards the city (away from the docks).  As you exit the docks and enter the main portion of the city, a city merchant is located to your right and is visable under a tent.  Walk to the city merchant and notice the barrels behind the merchant and the water canal behind the barrels.  Jump into the water and turn 180 degrees (where you would be facing the merchant).  Swim under water (but you can surface underwater if you require more breath which you should not -- easy swim).  Swim half way under the canal and you will see a crack in the wall on the right side of the structure.  Swim inside the hole/crack and into the base of a well.  Upon entering the well, swim up and surface in a cave with "Fence" the NPC and black market broker.  You may now purchase direct from Freeport even as a Qeynos citizen.  The broker price is inflated from the standard city price of 20% commission to 40% commission.
 
Evil Side
 
East Freeport (Shop in Qeynos via NPC named "Fence") - Walk towards the end of the boat dock in East Freeport.  A small island with a structure and burning flame atop rests on an island a short swim away (visable from the docks).  Swim to the back of the island and exit the water.  The npc "Fence" will reside on the small islandl.  Broker prices are 40% on the black market instead of the standard 20%.
