Ok, here's the thing: sometimes i can't get off my horse and sometimes i can't get on it. it only says "queued action" when i try to press the "unholy steed" button. what's wrong?

right click on the foot with wings in your active spell bar, and hit cancel, it always works for me that way.

Oh really? I thought you couldn't use the steed in dungeons. That's what it seems like to me. E.g., I could never use it in FG.Eldo

Yea, if you're getting "queued action" then you probably can't summon it in the zone you're attempting to. For instance you can summon it in freeport zones but not in the outskirts like your home town.
