Where do i get lvl 35 Devastation Fist

Do I have to buy the Bloodlines expansion to get this spell? If so or if not where do i go to get the spell? it says it can be bought from the Bloodline Merchant, who is that and where is he?

Is there any other class that has to buy Bloodlines to get their level 35 Bloodlines spell? If not, I really think they should add some upgradable versions of this spell, even if they do the same thing. I know my Fury and Wizard didn't have to buy Bloodlines to get their spells. I didn't even have to buy Bloodlines to get the recipes to make the spells.
