Am I missing something with Sigil of Heroism or is it not working right?

The description reads :

"Transfers 36% of group members (AE)s current Thread to the caster."

Does this mean it only transfers the hate from AE spells? Or that it transfers hate from members within an AE range/radius?

In either case, when I hit the spell, if I have 100 agro on the agro meter, I can see, in the lower, smaller number - who is next closest. Theoretically, if 36% of everyones hate is coming my way, shouldnt that smaller number in turn decrease by 36%? If not, why not?

The description is a little misleading. You will receive 36% of any new agro generated during the duration of sigil.
