Yes, because upping your tranquility skill is like being a higher level, that's why it can change the con of combat arts.

Sweeping crane increases tranquility by 10 like Gage said. That will give you more bang for your buck from your abilities. (It will turn yellow abilities to white likely, orange to yellow, etc) <div></div>

<DIV>Just like how dragon stance gives you +10 fist skill.  Which effectively makes you two levels higher, damage wise, if you are wielding fist weapons.</DIV>
