I noticed an increase in dmg from combat arts such as wintry talon when i used sweeping crane. I was level 43 and I did 297 dmg without crane and 317 dmg with crane.

Yes, because upping your tranquility skill is like being a higher level, that's why it can change the con of combat arts.

i wonder if it would let you scribe an adept 1 that you were a level off.. since it IS raising your tranquility.. ??

 

but im sure sony has coded it for base trainquility, anyone try though?

Sweeping crane increases tranquility by 10 like Gage said. That will give you more bang for your buck from your abilities. (It will turn yellow abilities to white likely, orange to yellow, etc)

Just like how dragon stance gives you +10 fist skill.  Which effectively makes you two levels higher, damage wise, if you are wielding fist weapons.
