Mesmerize - Journeyman vs. Expert vs. Grandmaster

<p>Irving is ready to turn 14, and will have his first Grandmaster choice to make. It seems to me that my most important skill is mesmerize. But when I compare mesmerize at the journeyman, expert, and grandmaster levels, the spell delve text is all the same. </p><p>Is there a difference in the efficacy of mesmerize at various tiers, please?</p>
