Mesmerize - Journeyman vs. Expert vs. Grandmaster

Irving is ready to turn 14, and will have his first Grandmaster choice to make. It seems to me that my most important skill is mesmerize. But when I compare mesmerize at the journeyman, expert, and grandmaster levels, the spell delve text is all the same.

Is there a difference in the efficacy of mesmerize at various tiers, please?

Expert, Master, and Grandmaster have better resist rates.
