Blithe Bixie Cloak (EH Loot) - Please Fix

If they made everything proc off of everything, what would be the point of having the different cloaks period?

<p>While there are cloaks that proc power for casters, I think the ops issue with this particular cloak is...</p><p>Decreases power of Target <u>Decreases</u> power of Caster</p><p>Surely it wasnt meant to decrease the power of the caster.</p>
