At present it is an unintended penalty as the second line should read "Increases power of Caster"</p><p>(edited for clarity and to remove wish list)</p>

It's a purely caster item, doesn't work on combat arts, and it's a hell of a lot easier to get than that bixie cloak. If they made everything proc off of everything, what would be the point of having the different cloaks period?

<p>While there are cloaks that proc power for casters, I think the ops issue with this particular cloak is...</p><p>Decreases power of Target <u>Decreases</u> power of Caster</p><p>Surely it wasnt meant to decrease the power of the caster.</p>

<p>With 5 recurrent power cost spells, adding a cloak that would tap even for power from me would own! /sarcasmoff</p>

Fix should make it out with GU32.
