I need help with a quest.

Quest name: Ry'Gorr Mining Operations.

I know how to enter the cave, but I ran out of Totem of the Iceclad Manta. How to get into the cave without running out of Oxygen?

Not 100% sure on this but I think if you go back to the quest giver he may give you more of the potions. If not you can ask on the crafter channel if anyone can make you some Totem of the Otter. I think they can be used at low levels.

Where Thirin originally was on the surface there will be a little wooden object that gives out stacks of totems. You can replenish your haul whenever necessary, and if you run out while in the cave just Call to Home to go to New Halas (assuming that's your home town).
