Starting yesteday, i have been unable to claim researchs that are complete for recipes or spells. Nor can i petition about it, the petition window IN game and OUT of game wont allow me to petition about in game things. Anyone else having this issue? Thanks.

check your subscription - sounds like it is a issue there, it might have dropped to F2P

Also check your local system clock.  An overly wrong clock will prevent research claiming.

(No idea about your petition problem...)

You may want to submit a ticket to our GM's so they can figure out whether it's a bug or something else.
