is there a place thats sells most or all of the app3 spells for sorc/wiz?

They have to be crafted by another player.

Mage App3s (L3-9) are crafted by Artisans. Easy to find.

Sorcerer App3s (L10-19) are crafted by Scholars, who need Craftsman help. Somewhat difficult to find.

Wizard App3s (20+) are crafted by Sages who need Alchemist and Woodworker help. Very difficult to find.
