you completely removed HP debuffs, replacing them with an incoming damage
But the cap for the incoming 50%, and was achieved without it.
Are you planning to remove the cap?

The cap for mitigation debuffs is 50% additional incoming damage vs. the type of damage. However, increasing damage by x% is a different mechanic which has no known or achievable cap.

on top of looking at mobs Combat mit one can assume that increased damage might be off setting some of that cause i knwo for a fact i'm not debuffing no where near what i can to bring a mobs CM to 0

You should not expect to be able to take creatures' combat mitigations down to zero. Its not a stat like Critical Mitigation its actual mitigation. You don't take normal mitigations down to 0 either, never have been able to.
