I ran the beta patch by switching to the beta and recieved an error from the everquest2.exe then just said forget it and tried to log into live and am getting the same error. 

I have deleted the launchpad.lib folder and have reinstalled directx as well as rebooted etc and still same error.

While researching your issue I found this kb entry that seems to fit your description. perhaps it's related:
