There have been a thread or two about normal power regen items, but none that address just items that give power regen when 'in combat'.  Please post items here that give in combat power regen.
 
Please try and include the full name of the item, how much mana it regens per tick, what quest or mob drops the item, and how hard it is to obtain the item.

Golden Efreeti Boots - Heritage quest: Saving Soles, starts in Lavastorm.  You need to speak goblin, and the quest is moderately hard, you will need 2 groups at one point.  regen is 20 per tick. Prismatic Scepter of the Scale - Quest: Deception, 12 regen per tick, byo guild, only way you'll ever get one of them. Tablet of the Cryptkeeper - 16 regen per tick, drops from Arch-Lich Udalan in firemyst gully, master chest. - hard, epic raid mob. Runed Combine Talisman, 16 regen per tick, master chest drop from Tremblar the Behemoth in the zek epic instance. - hard, epic raid mob. Robe of the Invoker - 20regen (Thanks for correction Eadric), starts in feerrott, the hard bit is getting the quest starter.

Robe of the Invoker is 20 per tick.
Ring of the Nightblood drops off of N'Gathek the Unmemorable (I cannot remember his exact name. He is a named Nightblood in EL) gives 12 per tick.

Extraplanar girdle +16/tick  -- same effect as the Tablet of Crypt Keeper and the shield from the epic Zek instance

Sorry for the stupid question, but the "epic Zek Instance" where is this and how do you zone into it (i.e. do you need to do an access quest)?

No you don't need an access quest, near DFC, around where the Sullon Lumberjacks spawn. I wouldnt recommend going in there with out a full raid of 48s- 50s though.

I only have one Battlement of the Mind item so I can't confirm it but guildies that do have said that all the icons stack so I'm going to assume they will all provide the benefit... it would take less than 5 minutes to test it though so hopefully someone with both will post their results on the forums.

i got 2 rings and they stack, with ~2500 power, with 2 rings i got ~50 in-combat regen.
