Everburning Flame Bugged?

I got Everburing Flame a couple nights ago, and when I got back to town I upgraded it to Apprentice IV. Now it does nothing. No spell affect, no increased rate, no health drain. It worked before I upgraded it, I think.

I am attacking green ^^ mobs with it and nothing is happening. Is anyone else experiencing this?

I dunno, parse it. app1 is a 10 - 15% increase in your pure melee dps.

My guess would be that some App4's are bugged right now as they were just added. However, my App4 Diving Dragon & Quiet Purity seem to be working fine. My Everburning Flame is at App3 right now (I'm level 38 currently) and it works just fine.My advice would be to just bug it and watch the patch messages.
