Just out of curiosity, and since im really bored at work right now. Is it still possible to chat in guild from outside of game?

used to be but they broke it... and never fixed it.

There use to be a feature available as part of the Station All Access. You paid $25 a month and had access to every SoE game. One of the features was the ability to follow in game guild chat from your account. As stated above, they broke it and never fixed it.
