questions about brig changes 10/30 patch

Looking at my brigand today patch

Noxious Toxin will now grant an effect that reduces combat mitigation.

this gives 1.7

Enhance: Dispatch will now grant an effect that reduces combat mitigation.

Dispatch Defense will now grant an effect that reduces combat mitigation.

these give 8.6 each
Murderous Rake will now reduce combat mitigation.
this gives 5.7
now after looking at this here is my question
are these flat values or % based off the mobs.. if % based i can live with that if flat values they need to be turned up a lil bit.

also is there going to be a cap on these or the more the better off you are???
