If you are putting UT on a beastlord, you are doing something incredibly wrong. UT belongs on the fury, or if not the fury, then allow a mage dps (someone with exponentially more dots than a beastlord) to spec around it. after expac, UT will most likely go onto a t1 mage.

You are also comparing PotM and CoB to abilities that are not in the same buff class as them. Pirates perception is the counterpart to Exacting Venom, and Shared poison goes along with erollisi's communion. We are talking about bards, not any other class.

If you think that bards (dirges escpecially) do not provide good utility, you clearly havent been in a raid with good VC's. dirge's output higher vc's on average than troubs, and therefore bring more dps to the table.
