Crit chance seems to be broken

So since the hawk is broken and dps seemed to be lower outside of combat mitigation. I figured a look at other factors would help pin point issues. Hitting on a training dummy i found that roughly 50 percent of my combat arts and ascension are no longer critical hitting at legendary rank while a couple still hit at fabled/mythical ranks.
